Contrary to what some people are saying, this video is NOT a fake. The guy's name is Igor Plotnikov (as the guy says at the end of the video). He is Russian and is mentioned on the British Paralympics Website.This was a Paralymics event from May 2004 more...

Just as JimWayne said, it's the person with the red folder standing against the wall behind him. I think it's a woman is actually scratching their head or putting their hand up to their head, not waving.
