Both characters are made by Warner. I play as Peter Griffin, since more...he currently has no custom AI, and Homer Simpson now does. Peter Griffin is Warner's latest MUGEN creation.

The English Homer Simpson is requestable, but I am backlogged with requests (my site went down a while ago).
Peter Griffin is heavily based on his incarnation from the American Dad vs. Family Guy: Kung Fu Flash game. He has some of the same animations and special attacks. He has three super moves and an launcher where Peter can do small aerial raves.
As with all JS Homer-MUGEN videos, there is a HATE HOMER! segment after the main match.
Warner even included a custom intro for Peter Griffin when he meets Homer Simpson, as shown here! I created Homer's part of the intro for this video.
Yes, Peter Griffin speaks English! Warner gave Peter his American voice, thus removing the need to create a separate voicepack!
