The Labor Department said initial claims for unemployment benefits in the week ending September 27th rose 1,000 to 497,000, in part due to filings in hurricane-hit states. The four-week average of continuing claims rose 46,750 to 3.53 million -- the highest since October 2003. U.S. debt padded gains after the Commerce Department said factory orders fell 4% in August, the most in two years. The action in Treasurys reacted to the Senate's vote approving a sweetened $700 billion bank-rescue plan. It now goes back the House, which could vote on the high-stakes package on Friday. "We will be in a recessionary period for the next several quarters. That's going to become more visible to people in the next round of data," said Jay Mueller, senior portfolio manager at Wells Capital Management. "Treasury prices are probably reasonably reflective of the likely economic fundamentals." Traders' concerns ranged from the deteriorating U.S economic data to fresh signs of trouble in global markets.  less

Crude oil rose more than $6 a barrel, as investors hope government measures to solve the banking crisis will bolster demand for petroleum, according to Bloomberg.
Prices rose   more...7.5 percent and stock markets surged, as U.S. Treasury Secretary Henry Paulson and Federal Reserve Chairman Ben S. Bernanke announced plans to halt the credit-market seizure. Output disruptions from hurricanes in the U.S. and attacks in Nigeria have constrained supplies of crude oil.
Crude for October delivery increased $6.45, or 6.6 percent, to $104.33 a barrel.
Oil may rise next week amid low U.S. inventories in the wake of hurricanes Ike and Gustav, and prices are expected to continue to climb.
U.S. energy companies resumed about 11 percent of oil production and a quarter of natural-gas output in the Gulf of Mexico, after shutting almost all facilities before hurricanes Ike and Gustav. The Gulf accounts for about 26 percent of U.S. oil production and 14 percent of natural gas.
In Nigeria, Royal Dutch Shell plc warned that this week's escalation in militant attacks would hurt earnings. The country has lost about 280,000 barrels a day from the violence.
Regular gasoline, averaged nationwide, rose 2.8 cents to $3.807 a gallon, according to the Auto Club.  less

The Bush administration invited executives from leading financial firms to a meeting Monday to work out details of the $700 billion plan aimed at thawing frozen bank lending that   more...is stifling the economy, according to the Associated Press.

Officials from the Treasury Department and the Federal Reserve will meet bankers at the Treasury Department. The discussions are aimed at finalizing details on a financial market stability plan.

The administration plans to implement the rescue package that Congress passed on October 3rd. The government may take partial ownership in banks and purchase bad debt from financial companies.

President Bush said the plan will help banks gain access to capital and unfreeze credit markets.

"These are tough times for our economies yet we can be confident that we can work our way through these challenges and America will continue to work closely with the other nations to coordinate our response to this global financial crisis," Bush told Italian Premier Silvio Berlusconi.

The discussions in Washington came as Europe took swift, unified action to thaw frozen lending and get the global economy moving again.  less

In a deal put together by the FDIC, with the blessing of the Treasury Department and the Fed, Citigroup will be acquiring the banking operations of the Charlotte, North Carolina-based Wachovia. With the proposed government $700 billion dollar bailout still up in the air, Citigroup will pay $2.1 billion dollars to take over $700 billion dollars in Wachovia assets. Citi will be assuming $52 billion dollars of Wachovia debt and absorbing $42 billion dollars worth of losses in $312 billion dollars of the bank’s loans. Some big numbers involved no doubt, but the acquisition was a move that will protect the FDIC’s risk of another bank collapse. Wachovia was seized last week by Federal regulators, but the FDIC insists it was a move to protect from another IndyMac or Washington Mutual pitfall. At this point, customers, employees, and vendors all have been assured by the Fed and the FDIC that the transition will be smooth and it will be business as usual during the takeover. As Citigroup assumes the business of Wachovia, the company will sell off $10 billion dollars in common stock to raise capital. Citi joins the pedestal of the banking Big Three, including Bank of America and JP Morgan Chase, who also recently acquired banks in despair.  less
