On June 22-23, 2001 the U.S. military held a senior-level war game at Andrews Air Force Base called Dark Winter. The scenario of this simulated bio-terrorism drill was designed to "simulate possible   more...US reaction to the deliberate introduction of smallpox in three states during the winter of 2002". Scripted TV clips were made for the drill which "coincidentally" named Iraq and a group in Afghanistan as behind the scripted attack.
