Vladmir Putin, the Iranian President Mahmoud Ahmadinejad struck the deal with the other three nations which border the Caspian sea. Iran is embroiled in a standoff with the West which accuses the Islamic Republic of seeking atomic weapons, a charge Tehran denies. Washington has refused to rule out military action if diplomacy fails to resolve the row.
