How long have they been watching you ? LOL :) I've seen photos of clouds like that, I did a search on google and I found a few similar looking ones for you, as far as them not moving and it being windy, you will often see some clouds moving fast against more...

Yes it's a shame that you didn't film them earlier but at least you got what you did !, sometimes things happen so fast that you miss them altogether by the time that you get a camera out !, or we are just so fascinated by more...
