The Regime might also be a logical central agency for regulating all international trade, perhaps including assistance from DC’s and LDC’s, and including all food on the international market. The Planetary Regime might be given responsibility for determining the optimum population for the world and or each region and for arbitrating various countries’ shares within their regional limits. Control of population size might remain the responsibility of each government, but the Regime should have some power to enforce the agreed limits.”

The Earth is creating stores to absorb excessive levels of carbon dioxide, a study has found.
Despite the amount of CO2 being pumped into the atmosphere increasing, a significant level is still stored in oceans and forests, according to Bristol University.
This contradicts previous views that the Earth's capacity to store greenhouse gases would decrease, leading to an accumulation of CO2 in the atmosphere.
The report found more than half of the carbon dioxide produced by humans over the past 160 years continues to be absorbed.
This is despite emissions increasing from two billion tonnes per year in 1850 to current levels of 35 billion tonnes per year.
Dr Wolfgang Knorr, who conducted the study, said the planet still stores 50 per cent of the CO2 produced.
'Previous studies suggested that in the next ten years the amount of CO2 in the atmosphere will accelerate because there is a lot less uptake by the Earth, there is no indication of this,' he said.
The study relied entirely on empirical data, including historical records extracted from ice samples in the Antarctic, rather than speculative climate change models.

According to another study published this week, the extent of CO2 released when cutting down rainforests have been over-estimated.
In Nature Geoscience, Guido van der Werf from VU University in Amsterdam concluded the figure may have been overblown by between 18 and 75 per cent.
Separate research has also discovered blooms of phtoplankton are thriving in water left open by melting ice in the Antarctic by absorbing CO2 from the atmosphere, according to the British Antarctic Survey.
However, Dr Wolfgang urged for reducing carbon dioxide emissions to be a part of any deal decided at the United Nations Climate Change conference in Copenhagen in December.
'Like all studies of this kind, there are uncertainties in the data, so rather than relying on nature to provide a free service, soaking up our waste carbon, we need to ascertain why the proportion being absorbed has not changed,' he added.
