JERUSALEM (JTA) -- A bill that would require a one-year prison sentence for anyone speaking against Israel's existence as a Jewish state passed a first reading.
The bill, proposed by Jewish Home Party lawmaker Zevulun Orlev, advanced Wednesday by a vote of 47-34, with one abstention. Knesset members had a heated discussion on the bill before and after the vote.
A Knesset committee will determine when and in what form it should come back to the entire body for a second and third reading.
The measure comes just days after a bill was proposed making it illegal to observe Israel Independence Day as a day of mourning.

The bill is part of two draft laws proposed by the Israel Beiteinu.
The first is the Loyalty Oath Law that obliges all Palestinian Israelis to pledge allegiance to the Jewish identity of the state.
The second is the Nakba Law, which bans commemoration of the 1948 dispossession of the Palestinians as a result of the creation of Israel.

US senator to push 'tough dialogue' law

US Senator Joe Lieberman told The Jerusalem Post Monday that any engagement with Iran must come with "not just carrots but sticks" and that he is introducing legislation to deliver just that.
"The message to Israel and the leaders of the Arab countries in the Middle East, who are very worried about Iran getting a nuclear weapon is that there are a group of senators, a bipartisan group, that accept engagement with Iran, support it, but understand that there have to be not just carrots but sticks, and these sanctions are a big stick," Lieberman said.
Earlier Monday, during an appearance before the American Enterprise Institute, he urged the Obama administration to adopt a strict timeline and benchmarks for any diplomatic strategy it pursues with Teheran.
The administration needed "a clear plan of action for the months ahead that has goals and schedules and teeth," and among them must be "a clear and credible set of benchmarks, milestones by which we can measure Iranian behavior, and an explicit timeline by which the Iranians understand that we must start seeing results," he said.
Lieberman called on the Obama administration to develop such a timeframe with allies so that Iran "does not view engagement as a process without an end."
"It's worth this effort of engagement and negotiation both in the hope that it works and also to that we try everything we can short of military power - which remains an option, though not a preferred one," he said.
At the same time, pressure on Iran must be increased as part of the engagement effort, he said. To that end, Lieberman said that on Tuesday he and 20 other senators would propose legislation tightening sanctions on exporting refined petroleum to Iran.
Lieberman noted that during the US presidential campaign, Barack Obama pushed to use Iran's dependence on foreign companies for refined petroleum as a place where effective international pressure could be applied, and expressed hope that would translate into White House approval for the bill.
He noted that the list of co-sponsors encompassed leading liberal and conservative members, including Russ Feingold (D-Wisconsin) and John Thune (R-South Dakota), arguing that a broad coalition existed for quick passage of the measure.
A companion bill has already been introduced by Rep. Mark Kirk (R-Illinois) in the House.
The State Department did not have an immediate comment as to whether it would support the legislation.
Lieberman also warned those who think that deterrence can work with Iran as it did with the Soviet Union, noting that the Nuclear Non-Proliferation Treaty didn't exist during America's arm race with Moscow. He also pointed out that a major risk of Iran acquiring nuclear weapons is that it would increase the chance of them reaching the hands of terrorists, which would hurt the effectiveness of deterrence because it would be harder to threaten retaliation against a stateless and elusive enemy.

CAIRO -- An influential Islamic group branded an online video game depicting religious figures fighting each other as offensive to Muslims and Christians and successfully demanded Tuesday that it be taken offline.
In the game "Faith Fighter," caricatures of Jesus, the Prophet Muhammad, Buddha, God and the Hindu god Ganesh fight each other against a backdrop of burning buildings. God attacks with bolts of lighting and pillars of fire while the turbaned Muhammad can summon a burning black meteorite.
The Saudi-based Organization of the Islamic Conference, which represents most Muslim nations, said it should be removed from the Internet.
"The computer game was incendiary in its content and offensive to Muslims and Christians. ... The game would serve no other purpose than to incite intolerance," an OIC statement said.
Game designer Molleindustria told the Associated Press the game, which had been around for more than a year and played millions of times, was misunderstood, but had been removed.
"This was meant to be a game against intolerance and against the one-way Islamophobic satire of the Danish Muhammad cartoons," Molleindustria said in an e-mail message. "So if a respectable organization didn't understand the irony and the message, we failed."
Islamic law generally opposes physical depictions of the prophet.
When a Danish newspaper in 2005 printed 12 cartoons showing negative portrayals of Muhammad, Muslims around the world were enraged. Deadly protests erupted from Morocco to Indonesia, with rioters torching Danish and other Western diplomatic missions. Some Muslim countries boycotted Danish products.
The style of the game, with characters jumping, kicking and knocking each other out, mimics the martial arts arcade games popular in the 1980s and 1990s.
Though the game had been around for a while, the OIC was responding to an article in the online British publication Metro UK, which stated the game had offended religious groups.
"We suspect that people at OIC never played carefully the game and only referred to the article on Metro UK that successfully manufactured this controversy," said Molleindustria.
In a statement on its Web site, where the game can be found, Molleindustria said the intention was not to be offensive to any religion.
"Its aim is to push the gamers to reflect on how the religious and sacred representations are often instrumentally used to fuel or justify conflicts between nations and people," it said.
The site also described the game as a way to "give vent to your intolerance! Religious hate has never been so much fun."
However, the authors of the game did offer a "censored" option, which blocks out the face of Muhammad.
Molleindustria's Web site describes the company as "an Italian team of artists, designers and programmers that aims at starting a serious discussion about social and political implications of video games."
Other games designed by Molleindustria include Operation: Pedopriest, Queer Power and Oiligarchy, satirizing the Catholic Church, sexual orientation and the oil industry.

With Specter’s switch, Senate loses GOP Jewish voice

WASHINGTON (JTA) -- The announcement by U.S. Sen. Arlen Specter of Pennsylvania that he was switching parties and becoming a Democrat leaves no Republican Jew in the U.S. Senate, and just one in the entire U.S. Congress.
"Since my election in 1980, as part of the Reagan Big Tent, the Republican Party has moved far to the right," Specter, 79, said in a statement. "Last year, more than 200,000 Republicans in Pennsylvania changed their registration to become Democrats. I now find my political philosophy more in line with Democrats than Republicans."
Specter, who announced the switch at a news conference Tuesday, made the move in time to compete in Democratic primaries for the 2010 election.
The veteran senator's switch means that for the first time in decades, a moderate GOP Jewish voice -- embodied over the years not only by Specter but also Rudy Boschwitz of Minnesota, Warren Rudman of New Hampshire and the late Jacob Javits of New York -- will be absent from the Senate.
It brings Democrats one vote shy of a filibuster-busting quorum of 60 senators, and they look increasingly likely to pick up the remaining seat in Minnesota. Al Franken appears favored to win a court battle there with Norm Coleman, until last November the only other Republican Jew in the Senate.
In the wake of President Obama's resounding victory among Jewish voters last November -- some 78 percent -- Specter's move also raises questions about the Jewish role in a Republican Party that until recently was believed to be making strides in the community.
The joke has persisted at Republican Jewish Coalition gatherings for a decade or so: Back in the 1980s, when we started, we could meet in a phone booth. Now we're packing a ballroom.
George W. Bush managed to increase his polling in the community from 19 percent in 2000 to 25 percent in 2004, but then came Obama’s strong showing last year -- with Jewish Democratic activists insisting that GOP moderates are being increasingly shut out by conservative Republicans.
"In this day and age, the Democratic Party is a big tent and the Republican Party wants to circle the wagons closer," said Ira Forman, the director of the National Jewish Democratic Council.
Fred Zeidman, a longtime Bush ally, major GOP fund-raiser, moderate and the chairman of the U.S. Holocaust Memorial Council, sees Specter's departure as a clarion call for Jewish Republicans to push the message that the party is not as extreme as Specter is suggesting.
"All of us who are moderates need to be much more vocal," he said. "Let everyone know the Republican Party is not ultra-conservative."
Matt Brooks, who directs the Republican Jewish Coalition, said such an effort was under way and that he was disappointed Specter was leaving at such a critical time.
"Rather than staying and helping to move the party in the direction" he wanted it to go, Brooks said, "he's leaving precisely at the time the party is embarking on an effort to remake the party."
Brooks added that the Specter announcement was a surprise considering that he had just spoken to the senator last week about attending the RJC annual meeting in June and future events that the RJC wanted to do with him.
At Tuesday's news conference, Specter said of such critics, "Frankly the disappointment runs in both directions."
In recent months, Specter's best-known dissent from the GOP was his vote -- along with two other Republican moderates -- clinching passage for Obama's economic stimulus package.
But in his news conference Specter stressed his moderation on social issues -- exactly the issues that continue to keep Jews from voting Republican, despite the party's strong pro-Israel posture.
He noted his bucking party opposition to embryonic stem cell research and, in general, backing increased funding for health issues.
"Increases in funding for the National Institutes of Health, which I have spearheaded, have saved and prolonged many lives, including my own," said Specter, a cancer survivor.
Specter acknowledged that his poor showing in polls among Pennsylvania Republicans was a factor in his decision. He remained bitter that in 2004 he came within a hair's breadth of losing the primary to Pat Toomey, a conservative who again has set his sights on Specter’s seat.
"I had a 1 percent primary win in 2004," Specter said. "I'm not prepared to have my 29-year record in Pennsylvania to be decided by the Pennsylvania primary Republican electorate.”
But he said also that the problem was a national one for the GOP, noting losses by Republican moderates in recent years in Rhode Island, Maryland and New Mexico that he attributed in part to tepid national party support.
"It is important to have a two-party system and a moderate wing of the two-party system," he said.
Specter said Democrats had reached out to him for at least five years, including the state's Jewish governor, Ed Rendell.
"Governor Rendell said if I became a Democrat he'd help me raise money," the senator said. "I responded that if I became a Democrat I wouldn’t need to raise money. I changed my mind about that."
Marcel Groen, the chairman of the Montgomery County Democratic Committee in suburban Philadelphia, said he would fight hard for Specter's victory in 2010.
"It's like he's coming home," Groen said. Party labels for Jewish voters have always been much less important, he added, than Specter's stances on Israel, "choice issues, gun issues, the whole litany, the stimulus package."
Lonny Kaplan, a top pro-Israel fund-raiser in the Philadelphia area, said Specter's switch would not affect his popularity among pro-Israel donors; those funders always steer toward a pro-Israel incumbent, and Specter fits the bill.
"There's no question in my mind," Kaplan said. "The letter you have after your name is not something we focus on."

'Chances Israeli has swine flu slim'

The condition of a 26-year-old Netanya man hospitalized after returning from swine flu-hit Mexico improved overnight and the chances that he contracted the H1N1 influenza virus are slim, a top Laniado Medical Center official said Monday morning.
Foreign Ministry and health authorities meet to discuss swine flu outbreak
Speaking to Army Radio, Laniado's medical director, Dr. Avinoam Shkolnik, said that the man, named Tomer, no longer had a high temperature, but that he was still suffering from headaches.
He stressed that the 26-year-old was being kept in Laniado for observation.
Tomer, works in a production firm and his job takes him to Mexico twice a month for a week-long stay. He was stationed in Juarez, his girlfriend told Channel 2 on Sunday, but would fly to and from Israel through the airport in Mexico City.

When he returned last Friday he was not feeling well and after hearing the news of the outbreak in Mexico he decided to check himself into a hospital, his girlfriend said, adding that he had been suffering from regular flu symptoms, such as fever, a sore throat and shivers.
Meanwhile, New Zealand reported suspected swine flu cases Monday among a second group of teenagers returning from Mexico, as Asian nations with potent memories of SARS and bird flu outbreaks screened travelers for illness with thermal scanners.
Hong Kong assigned a team of scientists to find a quick test for the latest virus to raise fears of a pandemic, following confirmed human cases of the disease in Mexico, United States and Canada.
103 people in Mexico are believed to have died from the new flu and more than 1,600 sickened, prompting widespread school closures and other measures.
In New Zealand, Health Minister Tony Ryall said three students among a group of 15 that had just come back from a class trip to Mexico had mild flu and were being tested for swine flu. On Sunday, officials said 10 students from a separate group that also were in Mexico "likely" have swine flu.
Forty people - students, their families and some teachers - had voluntarily quarantined themselves at home.
In Hong Kong, Thomas Tsang, controller for Hong Kong's Center for Health Protection, said the government and the territory's universities aim to jointly develop a quick test for the new flu strain in a week or two that will return results in four to six hours, compared to existing tests that can take two or three days.
He said in an interview with radio RTHK that researchers will develop the test based on genetic information on the current swine flu virus provided by the World Health Organization.
WHO Director-General Margaret Chan on Sunday said the outbreak had "pandemic potential" and held teleconferences with staff and flu experts around the world. She urged governments to step up their surveillance of suspicious outbreaks.
Governments including China, Russia and Taiwan began planning to put anyone with symptoms of the deadly virus under quarantine. Other governments were increasing their screening of pigs and pork imports from the Americas or banning them outright.
Many nations issued travel warnings for Mexico.
French officials said four people who recently returned from Mexico were possible swine flu cases. In Spain, three people were under observation for the flu.
In the United States, at least 11 cases of swine flu have been confirmed. Canada's chief public health officer Dr. David Butler-Jones said six cases had been confirmed there, and all had links to people who had traveled to Mexico.
In Singapore, the health ministry said it began using thermal scanners Sunday at Changi International Airport to check passengers arriving from the United States for symptoms of swine flu. The checks will be extended to all passengers by Wednesday, it said.
Hong Kong and Taiwan said visitors returning from flu-affected areas with fevers would be quarantined. China said anyone experiencing flu-like symptoms within two weeks of arrival had to report to authorities. A Russian health agency said passengers from North America running a fever would be quarantined until the cause is determined.
Tokyo's Narita airport installed a device to test the temperatures of passengers arriving from Mexico. Indonesia increased surveillance at all entry points for travelers with flu-like symptoms.
Many measures recalled those taken across Asia during the 2003 severe acute respiratory syndrome, or SARS, epidemic and used more recently to monitor bird flu.
Drawing on their fight against SARS, experts in Hong Kong warned that swine flu seems harder to detect early and may spread faster.
"This is a flu virus. SARS was a new virus belonging to a different group. The thing about flu viruses is that they incubate before you have any symptoms," said John Simon, a scientific adviser to Hong Kong's Center for Health Protection.
"Border guardings, thermal imaging will not detect much of this flu when it eventually comes through because a lot of people will be incubating," he said.
A New Zealand student who was among those sickened said her group had stayed with Mexican families in their homes during the last few days of their trip, to better their Spanish language skills.
"Some of us were getting coughs and stuff like that a few days before the end of our trip," the student, who was not named, told New Zealand's National Radio.
She said the symptoms were not bothering her so much, but the that official reaction and being quarantined was a strange experience.

A study conducted by the Central Intelligence Agency (CIA) has cast doubt over Israel's survival beyond the next 20 years.
The CIA report predicts "an inexorable movement away from a two-state to a one-state solution, as the most viable model based on democratic principles of full equality that sheds the looming specter of colonial Apartheid while allowing for the return of the 1947/1948 and 1967 refugees. The latter being the precondition for sustainable peace in the region."
The study, which has been made available only to a certain number of individuals, further forecasts the return of all Palestinian refugees to the occupied territories, and the exodus of two million Israeli - who would move to the US in the next fifteen years.
"There is over 500,000 Israelis with American passports and more than 300,000 living in the area of just California," International lawyer Franklin Lamb said in an interview with Press TV on Friday, adding that those who do not have American or western passport, have already applied for them.
"So I think the handwriting at least among the public in Israel is on the wall...[which] suggests history will reject the colonial enterprise sooner or later," Lamb stressed.
He said CIA, in its report, alludes to the unexpectedly quick fall of the apartheid government in South Africa and recalls the disintegration of the Soviet Union in the early 1990s, suggesting the end to the dream of an 'Israeli land' would happen 'way sooner' than later.
The study further predicts the return of over one and a half million Israelis to Russia and other parts of Europe, and denotes a decline in Israeli births whereas a rise in the Palestinian population.
Lamb said given the Israeli conduct toward the Palestinians and the Gaza strip in particular, the American public which has been voicing its protest against Tel Aviv's measures in the last 25 years -- may 'not take it anymore'.
Some members of the US Senate Intelligence Committee have been informed of the report.

Leading the United States to the shocking conclusion that their very survival is at risk has been the evaporation of 45 percent of the World's wealth which has caused a rapid plunge in Global manufacturing leading to a 49 percent collapse in US trade exports which the International Monetary Fund is reported has caused the World's economy to shrink for the first time in 60 years and has lead Canada's Central Bank chief David Dodge to state the World is "facing a long and deep recession that will fundamentally alter the nature of capitalism".
Though Prime Minister Putin has warned that "resorting to a printing press would be unwise and extremely dangerous", the already bankrupt United States, whose staggering debt is four times higher than their entire National income, has allowed its Federal Reserve Bank Chairman Ben "Throw Money Out of Helicopters" Bernanke to 'create out of thin air' a further $1.2 Trillion to stabilize the American economy, but which in turn has led to the collapse of the US Dollar leading the United Nations to recommend next week that the World "ditch the dollar as its reserve currency in favor of a shared basket of currencies".
Russian economists further state in these reports that the United States has been left with 'no other option' than to force the massive devaluation of the US Dollar in order to 'shake lose' from banks and private investors the hundreds of billions they are currently hoarding and is being blamed for collapsing a United States where consumer spending accounts for two-thirds of its economy and which without money to borrow, or borrowers to loan to, is fast approaching the abyss.
With the devaluation of the US dollar, however, massive inflation will ensue causing the value of these currently hoarded hundreds of billions of US Dollars to plummet and forcing them to be spent before they become totally worthless, a policy which China, the largest Global holder of US debt, has voiced increasing concerns about and have cut back on their purchases of American debt even as desperation hits their own factories as orders plunge.
These top American Officials have also assured President Medvedev that new laws being written by the Obama administration will 'completely' reform the American financial system by fully integrating it into a single Global Economy due to be enacted during the coming G-20 summit in London.
When President Medvedev voiced his concerns to the Americans over his belief that the US Congress would not allow such a radical new set of laws to pass, these reports continue, Kissinger stated that the American people were being 'primed' to overwhelm their lawmakers into swiftly enacting 'in its entirety' the Obama administrations new banking and financial laws by the outrageous behavior of those collapsed financial giants that includes:
1.) The insurance giant AIG which after receiving over $300 billion in US taxpayer money paid out nearly $200 million in bonuses;
2.) The collapsed stock selling giant Merrill Lynch which after receiving $20 billion in US taxpayer money paid out $3.6 billion in bonuses; and
3.) The collapsed US banking giant Citigroup who after receiving $45 billion in US taxpayer money announced a $10 million redecoration of their executive office suites.
News from the United States today further confirm Kissinger's assertions to President Medvedev as US Treasury Secretary Timothy Geithner has now admitted that he had ordered US Senator Christopher Dodd to include the executive pay provision into the stimulus bill which was, in fact, a loophole allowing these controversial bonuses to be paid out.
To such machinations being utilized by their supposed 'leaders' against them in order to pave the road from a once sovereign United States to this New World Order these Americans remain nearly clueless, but when pressed by President Medvedev on the plans to ensure that civil society on the North American continent doesn't break down Kissinger reportedly replied, "By September we'll have confiscated all privately owned guns so it really doesn't matter what we do, we'll still be in charge".
Russian Intelligence reports state that gun ownership statistics in the United States vary widely, but is estimated to be that nearly 50 percent of US households have nearly 270 million guns, none of which these Americans seem now ready to part with without a fight.
But, new reports coming from the United States show that they are fast adopting the tactics used by the German Nazis to disarm their society prior to the installation of fascist rule and martial law by first rendering all private guns useless by eliminating and restricting the ammunition they use. And from new reports coming from the United States we can see that this 'plan' is already being instituted with ammunition shortages being reported in Georgia, and Louisiana, and a new law just introduced in California which would:
1. Stop the private transfer between individuals of more than 50 rounds of ammunition.
2. License and tax anyone selling handgun ammunition commercially and force these stores to get background checks on anyone selling ammunition. 3. Get a thumbprint from anyone buying handgun ammunition.
4. Ban all ammunition sales that don't take place face-to- face, in other words, ban mail-order sales.
Even more chilling for American gun owners was the Obama administrations order to the US Military on March 12 which stated: "Effective immediately DOD Surplus, LLC, will be implementing new requirements for mutilation of fired shell casings. The new DRMS requirement calls for DOD Surplus personnel to witness the mutilation of the property and sign the Certificate of Destruction." which would have crippled the US ammunition industry, who are the largest purchasers of used military ammunition brass, but after found out about by US Senators was quickly withdrawn.
To the reasons feared by the leadership class in the United States of their citizens retaining the right to firearms we can read: "As the growing world-wide economic crisis deepens, military forces from Canada, the United States, and the United Kingdom are preparing to meet angry citizens on the street. The economic crisis - and the public outrage it is causing - is at the forefront of intelligence agencies and military forces in the western world. Prominent trends forecaster Gerald Celente has been sounding the alarm for years, warning that riots and tax revolts are coming to America. The Pentagon, U. K. Ministry of Defense, and Canadian military apparently agree. In November of 2008 the United States Army War College released the report Known Unknowns: Unconventional "Strategic Shocks" in Defense Strategy Development. The report identifies economic collapse as a reason for the defense establishment to conduct domestic operations. The report states,"Widespread civil violence inside the United States would force the defense establishment to reorient priorities in extremis to defend basic domestic order and human security. Deliberate employment of weapons of mass destruction or other catastrophic capabilities, unforeseen economic collapse, loss of functioning political and legal order, purposeful domestic resistance or insurgency..."The CIA and MI5 are both watching the economic situation for signs of unrest and political instability. As the Washington Post reports, the CIA has added an economic situation report to its threat assessment for the White House. A further sign that the United States government is anticipating widespread unrest comes with the domestic stationing of the 1st Brigade Combat Team of the 3rd Infantry Division. The Army Times reports,"They may be called upon to help with civil unrest and crowd control or to deal with potentially horrific scenarios such as massive poisoning and chaos in response to a chemical, biological, radiological, nuclear or high-yield explosive, or CBRNE, attack."Canadian military forces have been given a nearly identical domestic mission in a synchronized move with the United States. Canada's National Post reports that,"The Canadian military has embarked on a wide-ranging plan to turn its reserve soldiers into focused units trained and equipped to respond to a nightmarish array of domestic threats, including terrorist "dirty bomb" attacks, biological agent containment, Arctic catastrophes and natural disasters."
Reports from the United States are also revealing that for the first time since their Civil War, active duty US Army Troops were put into the streets of Alabama after the killing spree of a crazed gunman, but which the US Army is now reporting it is 'investigating' because it doesn't know who deployed them.
To whom the leadership elite in America are actually planning on protecting themselves from we can further read: "A new document meant to help Missouri law enforcement agencies identify militia members or domestic terrorists has drawn criticism for some of the warning signs mentioned.The Feb. 20 report called "The Modern Militia Movement" mentions such red flags as political bumper stickers for third-party candidates, such as U.S. Rep. Ron Paul, who ran for president last year; talk of conspiracy theories, such as the plan for a superhighway linking Canada to Mexico; and possession of subversive literature."
As to what these dangerous American terrorists can expect once they are in the custody of their US intelligence services? "The International Committee of the Red Cross (ICRC) concluded in 2007 that US methods to extract information from prisoners at secret CIA jails as part of the "war on terror" amounted to torture."
Even worse for these dissident Americans are the chilling revelations from top investigative news journalist Seymour Hersh: "After 9/11, I haven't written about this yet, but the Central Intelligence Agency was very deeply involved in domestic activities against people they thought to be enemies of the state. Without any legal authority for it. They haven't been called on it yet. That does happen."
So today, as the United States 'watch list' for domestic and International terrorists has hit 1 million names, in a country that already has more prisoners than any other Nation in the World, or our entire Earths' history for that matter, and as sales of weapons and ammunition are still hitting record highs in America since President Obama's election, it would appear more than likely that the assertions of US officials to Russia that they remain in control of their country is highly doubtful.and needing just one single 'spark' to plunge it into full scale civil war.
